As it turns out, to answer that question, nobody, and there is no document that gives him this authority. What he has done is put people in place that usurp the US Cabinet. As a Cabinet appointee, you have to go before the Senate and go through the vetting process. That is what the Constitution requires. There is no provision for the appointment of these so-called “Czars” who have all this authority and who are answerable only to the President. I am becoming increasingly concerned over the appointment of all these so-called “Czars” who have all encompassing powers over the future of the citizens of the United States. In reviewing the powers granted to the Office of President as outlined in Section 2, clause 2 of the Constitution, it states that “with the advise and consent of the Senate shall appoint Ambassadors, other public Ministers and consuls”, so I can only assume that the Senate has approved of the appointment of these “Czars” who are answerable to no one with only presidential oversight. This means that there are people within our government who have more authority that the House and Senate who were not elected but appointed. This in my opinion is a terrible abuse of power and I am saddened that the Senate approves such appointments that usurp the Senate’s authority. As a constituent, I want to know what your justification is for allowing this abuse of the public trust and if I am incorrect, please include the language that does authorize these appointments.
