Thank you for contacting me with your concerns regarding the Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2009 (S. 941). I appreciate hearing from you on this important issue.
As you know, The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is the lead federal law enforcement agency charged with administering and enforcing federal laws related to the manufacture, importation, and distribution of firearms and explosives. Senator Mike Crapo (ID) introduced S. 941 on April 30, 2009. If enacted, this legislation would amend federal criminal code to require fines for violations of firearms law to be based on the nature and severity of the violation, the size of the business involved, and the prior record of the individual being fined. The bill would also establish guidelines for ATFE investigations of possible violations, and would make various similar minor changes in federal firearms law.
S. 941 has been referred to the Senate Judiciary Committee, where it awaits further consideration. Please be assured that I will keep your views in mind should S. 941 come to the floor of the Senate.
You should know that I take our Constitution very seriously. It is a most fundamental goal for me as your Senator to work to uphold the rights guaranteed by our founding document. Furthermore, I know that recreational use and collection of guns for hunting, sport, and other activities is extremely important to you and many other law-abiding Washingtonians.
