In reading this Bill, the hair on the back of my neck stands up. This Bill will allow the Federal Government to set up a new arm of the government dedicated to protecting federal offices and critical infrastructure systems that are all tied into the Internet from cyber attacks. While the language of this Bill sound benign, it is anything but. This bill has been written with such a broad brush, so to speak, that it could be used as the means to close down the entire Internet, by order of the President. You may think that the Feds have no authority on regulating the internet, but that is not true. Due to the inter-state commerce that is done on the Internet, pursuant to Sec 8, clause 3, of the Constitution “ To regulate commerce with foreign nations, and among the several states, and with the Indian tribes.” Sec 2, par 13 of this Bill, specifically references comments made during a speech by then Senator Obama on how much the US depends on the internet and how vulnerable it is. Section 18, para. (2) specifically states that the President “may declare a cyber security emergency and order the limitation or shutdown of Internet traffic to and from any compromised Federal Government or United States critical infrastructure information system or network.” Well, I for one would like to know what could be done without taking the so-called targeted offices off the internet? Well, it can’t, and you can’t take infrastructure systems off line because many of the systems depend on communications from others in order to work. Such as electrical grid switching and so forth. So, with that being said, I believe that this Bill is nothing more than a “Trojan Horse” crafted solely for the purpose of shutting down the internet and cutting this mode of communications off between citizens. I believe that this administration considers the internet as a threat to it’s agenda and will use this bill to shut down this mode of communications and disrupt any attempts by the citizenry to organize in any way that is constitutionally legal and guaranteed under the Bill of Rights. Simply put, the feds want to protect themselves and subvert the Constitution and suppress the citizens. I know this may sound alarmist and make me sound like a conspiracy theory nut, but, if current events is a guide, I believe that this is a true back door effort to “legally” shut down the Internet on presidential orders.
I know for a fact, because I have used them, that there are systems and means of providing extremely secure communications between offices and other critical systems. There is encryption hardware and software available to make each location very secure. It is that simple. Put the hardware/software in place at each location and get each network talking to each other on a secure net. Simple. That’s why I believe this is a “Trojan Horse”. No other rational explanation is possible because it is that easy. It may cost a little money, but the cost is completely justified when weighed against the other solution. I believe the Congress should ask itself, not what it can do, but what should it do, when deliberating on issues that can have such a heavy and detrimental effect on its citizenry and effect such egregious violations of the Constitution, Bill of Rights, and Declaration of Independence.
